What Does This PR Do
A port of tgstation/tgstation#75901 by Youtubeboy139 over on TG.
New sprites for almost every belt and fanny pack.
Also, the holster gets a new sprite.
Slight edits to the belt overlays have been made to work with the new belts but they are mostly the same.
Why It's Good For The Game
Ripping out old r4407 belts and replacing them with something newer yet faithful to the original is good.
Drastically more consistent onmobs which don't look like a blob of colour.
