Balances explosions for stamina combat #18602

people crawling away slowly from an explosion, missing limbs and trailing blood sounds like an overall improvement to game feel as well. I do feel that explosion stun/knockdown reduction should be done as a percentage of bomb armor, or at least it should require high amounts of bomb armor like 30+ minimum. Only needing 10% bomb armor to avoid a knockdown seems odd. |

What Does This PR Do
Part of #18179
Why It's Good For The Game
Long stuns feel pretty awful to play with, and we are moving away from them in favor of knockdowns or stamina where appropriate.
Frag-12 rounds are one of the last (maybe the last?) instant stun projectiles available to the crew remaining in the game.

tweak: Explosion stuns have been reduced significantly. Check the PR for numbers. Frag-12 no longer stuns.
