There is some setting in the loading icon .svg file that is causing a bug in Linux Mint's update installer that makes the loading icon huge. this is something that is already old, maybe you already have knowledge about it. Another thing I think is important to point out is that Papirus's loading icon is very unusual and a little strange, I've never seen one like it. I recommend switching to the following design:

The issue was fixed since papirus-icon-theme 20220508. The icon has the same settings as the same icon size as in Adwaita icon theme (Mint-Y doesn't have the icon, it inherited from Adwaita). See #3055
