Describe the Bug

I was experimenting with the different upscaling fixes with a GS dump from AC4, after the last PR yesterday..
And long story short after quite some time I figured that normal was only working IF coming from the off setting.
If switching from aggressive to normal, the former would keep sticking.

Reproduction Steps

Cycle between native scaling settings

Expected Behavior

Going from "Aggressive" to "Normal" actually goes back to the later.

PCSX2 Revision

v2.3.171

Operating System

Windows 10 (64bit)

GS Settings

Merge sprite and HPO set on normal were the only other non-standard settings.
