Describe the Bug

I have an issue that i've been trying to solve for a couple weeks. Couldn't find anythong about it on google either. Doesn't matter what game I play, the audio starts off quiet and slowly ramps up getting louder until it reaches max volume. However if the sound stops for a second or there is a quiet part in the game, it start at 0 and ramps back up to 100% again.

2.3.156 (But has happened on every version for weeks.)
ALL games
Only happens with pcsx2
Happens with both backends
Happens with default AND non default settings

I have tried changing every audio setting before opening this issue and it still persists. I will download the code from the repo and begin debugging it on my own but it may take a while. I would be more than happy to work with anyone who knows the code well to help with debugging.

Reproduction Steps

I cannot write reproduction steps due to it only happening on my machine. I can't recreate this issue anywhere else at the moment.

Expected Behavior

The expected behavior is for the audio ramping to not happens, and the game just plays with the proper audio.
