Description:
This PR updates angular-eslint/schematics to 17.1.1 along with angular/cli to 17.0.7 (both current latest versions) for meeting dependency requirements.
This is based off of and makes fixes in #85 and #87 to pass CI checks, as well as update to latest available version for these packages.
