Timout setting improvements

Some improvements regarding the timeout settings:

• connection test tool now uses timeout settings instead of hard-coded default timeouts (fixes Connection test doesnt depend on configured timeout #50)
• default value for connecttimeout raised to a full second to avoid SIGALRM errors under specific environments when the value is not changed by user (see Wrong description for tool_opencast | apiconnecttimeout #49 (comment))
• add setter methods for timeout and apitimout. This is a requirement for a following patch for block_opencast to use a custom timeout for uploads (see Suggestion: Increase default apitimeout setting and make debugging failed uploads easier #48)
