llama-cpp: fix rocmSupport

As mentioned in that issue, rocm flag has been changed from GGML_HIPBLAS to GGML_HIP.

Tested on 7900 GRE (gfx1100)

• Tested basic functionality of all binary files (usually in ./result/bin/)
