Description of changes

Updates SPIRE from 1.2.1 to 1.2.3.

Note to reviewers:
SPIRE 1.2.2 is skipped because there is no code change between 1.2.1. Instead, the go compiler
contained a bug fix and SPIRE 1.2.2 used the newer compiler to build in the "official binary". NixOS's SPIRE 1.2.1 automatically received the fix when the go compiler was updated.
