Adds thermostat setbacks based on the zone occupancy schedule if people are present in the zone. The occupancy threshold is 0.05, and the setback is 5F. The method also ends the setback 90 minutes before the zone becomes occupied.

I'd like to include more tests once we get a wider variety of gbmxl files to translate.
Ideally this should be tested with a space type that has an occupancy schedule that varies over the course of the year (e.g. primary school).
