Just as the title states, this pull request once merged will implement the Hawaii and PR/VI schism services.
I also manually wired up EventBridge rules to kick these off on a regular schedule on
TI. The crons may need adjustment once we see how they do.Also, these changes depend on new static S3 resources at s3://hydrovis-*-deployment-us-east-1/schism_fim/. The files are already in place in
TIbut will need to be copied over to bothUATandProductionwhen the time comes.Additions
