Stable release for the Photoacclimation manuscript

This release tag includes the code used for the Photoacclimation manuscript submitted by Charles et al. to JAMES.

Stable release Prior to Moving MOM_generic_tracer to ocean_BGC

As stated in the title, we plan to move MOM_generic_tracer.F90 from MOM6 to COBALT for future maintenance. This release tag has been created to capture the current state prior to implementing this significant change.
