- NCO updated the default path for HOMENHC and tested it in prod on WCOSS2 during NHC test Refs: NOAA-EMC#399
- Based on testing on Dogwood after some WCOSS2 updates some memory and resource adjustments were made by NCO. - Memory updates to the gempak, awips, and fbwnd job ecf scripts. - Resource adjustments to remedy oversubscription errors in the post and postsnd jobs. Refs: NOAA-EMC#399
The gfspostsnd job was oversubscribing CPUs on WCOSS2 after updates on Dogwood. Updating resources settings to get them matching and working. Refs: NOAA-EMC#399

Discussion between NCO, GDIT, @BoCui-NOAA and myself resulted in us leaving the gfspostsnd job to run with 6 threads but have corrected the various ecf and config settings to make sure values align/match throughout. No further postsnd resource changes at this time. I just committed matching memory value updates into the resource configs, which go along with the ecf script updates for the awips and gempak jobs and were left out of commits yesterday. Now corrected. No further updates for this PR at this time. Will merge PR into |

Description
Resource updates from NCO and GDIT based on testing on Dogwood after oversubscription updates and bufr sounding consult. A change in
jobs/JGLOBAL_ATMOS_TROPCY_QC_RELOCto setHOMENHCdefault to/lfs/h1/ops/prod/dcom/nhc/atcf/ncep. Also, updated release notes to set prior GFS version to v16.1.8.Awaiting one more postsnd job resource update confirmation from GDIT consult (change
nth_postsndto 8 from 6). Will see if the GSI update for v16.1.8 makes it in before NCO does a fresh install on WCOSS2 for 18z Friday the 20th.Cutting
