Description

NCO requested that -g -traceback be added to the gfs_bufr executable build and additional error handling be added to the relevant script(s) (e.g. ush/gfs_bufr.sh). This request is for the GFSv16.2 package (feature/ops-wcoss2), the traceback flags are already in the develop branch. Script updates can/should be made in the develop branch as well though.
