Description

Restart files are not written at the proper time if the model is explicitly run with multiple NUOPC run phases.

To Reproduce:

Replace the single model instance (ATM) with two sequential run phases in the NUOPC run sequence (nems.configure) as in the following example:

 ATM_model: fv3
 runSeq::
   @720
     ATM phase1
     ATM phase2
   @
 ::
