This PR removes a block of code in MOM_vert_friction that is no longer used. This code was meant to be a temporary workaround to allow diffusivities due to slowly varying processes to be accounted for when calculating the coupling coefficients used in the implicit vertical viscosity. Later in the development process, visc%Kv_slow was added into visc/%Kv_shear and, therefore, the temporary block of code is no longer needed.
