This PR fixes issues related to the NPL build for DAV after the July 2019 machine upgrades.
Tested with the Tools/ration_script_dav batch submission script from a cheyenne login node and
10 years of data from the CMIP6 b.e21.BHIST.f09_g17.CMIP6-historical.011 run to generate
single variable timeseries files.
Note: you must use a cheyenne login node to run sbatch rather than from execdav in order for the
slurm memory and MPI batch directives to be acknowledged at the top of the submission script.
These sbatch directives will be ignored when a batch submission script is submitted from an interactive login on a DAV node via execdav.
This PR does require a rebuild of the DAV virtualenv.
