Adds ability to pick cybernetic limbs from loadouts, cybernetic paint kits which can be used in-hand to repaint all of your limbs or on a limb on the ground (cybernetic only, duh. Made in auto/protolathes and exofabs) and a lot of alternative cybernetic sprites, some with emissives!
All IPC augmentations are from Skyrat and Nova, specifically Skyrat's #17678 and Nova's #2237 #1066 and #921
Also, added limb-only skins for a particular new hire.
