Add checkpoint support to Pulp core and file (#6) (#7)

Introduce a checkpoint field for Publication and Distribution models.
Handle serving checkpoint Publications via checkpoint Distributions.
Protect checkpoint Publications' RepositoryVersions from cleanup.
Enable checkpoint support in pulp_file.
