Reproduction:

I am unsure as to what causes the issue, but I was unable to drop mail no matter what. Even if I switched priority, put it away, or other similar troubleshooting methods. Only way to fix it was by regressing module and then rechoosing the cargo one, but this cause all the mail to disappear.
