Fix flaky check_repo_permissions test

The test spec/db/check_repo_permissions_spec.rb:217 is flaky, e.g. see https://github.com/MarkUsProject/Markus/actions/runs/10973357926/job/30470641798.

I suspect the issue was that the existing due date in the test was 1.minute.from_now, and the check was sometimes happening after 1 minute had passed, slower than when we run the tests locally. My modification is to expand all time ranges to hours in the check_repo_permissions_spec.rb file.
