Add CUDA support for Linux.
It also drops support for Ubuntu 18.04 and now compiles for Ubuntu 20.04. Github Actions for Ubuntu 18.04 was too annoying to mantain.
For tests to run properly
libwhisper.somarked as import on start. Not sure why this is necessary, but test runner fails otherwise.
