Originally a part of #6758. Decided to spin it off to lighten that PR. Bumps the SWH and TAP plugins. This bump mainly consists of MSVC changes (which were upstreamed and now we would like to integrate this downstream). But unlike #6771 , doesn't contain much chances for a regression. The changes are mostly refactoring from tap's side and for swh, there's nothing but msvc support. Hoping for a quick merge.
