chore: qol improvements for cluster addons

This patch includes several quality of life improvements for addons, some of which just improve how things currently work and some which are features in preparation for upcoming addons (e.g. #147):

• improvements to the consistency of the generic namespace readiness checking utility functions
• the ability for addons to express their dependencies on other addons
