Ripping out the extra/production docs to simplify instructions. We're not quite there yet, but the goal of v1.3 is a "production ready" mode that doesn't require extra docs or much extra thinking. Also adds latest version of Sphinx.
Removes unnecessary mysql & redis installations, and avoids persisting build-time-only packages and caches.
Guarantees a clean database between test suites.
Remove cruft, update docs, get tests passing
