For remote build (e.g. Cloud Pak for Data) it is required to have the option to bundle the PAM library with the sab.
Currently the PacketContentAssembler operator code prevents this, because it requires STREAMS_ADAPTERS_ISS_PAM_DIRECTORY set as environment variable at build and run time.
