### What changes were proposed in this pull request?
Pin `plotly<6.0.0` and `torch<2.6.0` in release docker image

### Why are the changes needed?
both `plotly==6.0.0` and `torch==2.6.0` introduced breaking changes and fail pyspark

### Does this PR introduce _any_ user-facing change?

### How was this patch tested?
I have manually triggered 3.9 and 3.10 daily test including the changes:
