ansible@2.8 Revert back to python 3.7

Hello,

I had issues using ansible 2.8 after upgrading to v2.8.12; the issue that I got is described on ansible/ansible issue 63973. On the issue thread it's mentioned by a member of the ansible group, that the bug is caused by python 3.8 which isn't supported.

For that reason I reverted 3808861e8d * ansible@2.8: migrate to python@3.8 which solved all my issue

Is there anything I can do to fix the failed CI tests?

They seem to be caused by a runner foo

mkdir bottles
mkdir: bottles: File exists

cat bottles/steps_output.txt
cat: bottles/steps_output.txt: No such file or directory
