The following samples are not yet compatible with Python 3.10 because their dependencies are not yet compatible with Python 3.10

Debugging the build tip - if you go to a 3.10 build and the build log is truncated

  1. Click Analog
  2. Click the little arrow next to the name and do View in browser as plain text (chronological order)
  3. Search for "[ FAILURE" to figure out which samples are failing, then you can search for the product name

Some tests in the build were failing because nox failed to find a session. This is because there were still some noxfiles hanging around where there shouldn't have been anymore. I removed them and in cases where the noxfile specified nox version, added a noxfile config. 

I added 3.8 back to the pubsub/streaming analytics because I know 3.8 is compatible with Dataflow, but the versions ignored in this noxfile config are the ones that are not

#7064 should resolve the cloud-sql pg8000 failures, I think, if #7083 didn't already
