Removing nightly manifests older than 01-01-2024 to increase nix build times.

Happy to approve based on the changes, but I'm not sure how this will effect Nix users? Will they somehow end up detached and we fork an inconsistent chain?

Now, even if we do, on a scale of bad to really bad, how bad will it affect users?

I doubt we have any fuel.nix users relying on nightlies over a year old at the point. So in this instance I think this change makes sense.
