What issues does this address?

Version strings in docs that point to previous (beta) release.

What's this change do?

Merges doc changes to generate URLs and files dynamically based on version

Issues:
Fixes #651

Problem:
Documentation must point to the correct latest release.

Analysis:
Update version-specific strings to generate dynamically using version variable
Remove release_notes file, which should exist only on the github releases page.

Tests:
Generated docs locally via sphinx for inspection
