Merge branch 'bishtgautam/lnd/add-p-dataset-map-for-ne240' (PR #1741)

Adds support of ne240np4 in ALM

Following files are added to support ne240np4 resolution in the land model:
1. A new mapping file to map Phosphorus dataset.
2. Land surface datasets for 1850 and 2000.
