PHPバージョンごとに Docker イメージを作成する

• PHPバージョンごとに Docker イメージを作成する ec-cube#5801 を移植
• 個人リポジトリで正常にパッケージ作成されるのを確認(https://github.com/nanasess/ec-cube2/pkgs/container/ec-cube2-php)
• 以下のようなルールでタグを作成します
