Many users have requested additional info be accessible to help them diagnose diffs. This info would related to the time and/or commit that was used to generate/bless the current baseline. This info should be stored in the baseline directory. When a DIFF occurs, this info should be printed so that it makes it onto the CDash page.

Most of the work will happen on the ESMCI side, but CESM and ACME manage baselines differently, so this will be an ACME-only feature.
