Set CAM_DYCORE to se for RRM grids

Set CAM_DYCORE properly when using RRM grids. RRM grids use the se
dycore and grid names should all begin with ne0, but CAM_DYCORE was set
to se in config_component.xml only if the grid name started with
ne[1-9]. Changing this to ne[0-9] fixes this problem, and prevents
needing to reset CAM_DYCORE when configuring a new case. Fixes #1357 as
well.
