Implement the IEFLX fixer

Information on the IE fixer:

These modifications add to those in PR #1301.

The following variable will be added to the master list if ieflx_opt > 0
SHFLXFIX : SHFLX plus global mean IEFLX (sensible heat flux used in the atmosphere model)

To switch on the IEFLX fixer, set
ieflx_opt = 2

By default, the IEFLX fixer is switched off.
