Adding a new settings page to allow for risk score calculations to be changed
Porting draft front end changes to add customization of risk score from draft PR: DependencyTrack/frontend#657

Additional Details
Ran hyades frontend with dependencytrack repo, latest changes. Screenshot above of these changes.
Not sure how to test hyades front end changes with back end.
