Bump Alpine to 3.1.0 and adopt new framework features

Description

Bumps Alpine to version 3.1.0.

Adopts the following new framework features and changes:

• Raises the maximum length of the TEAM.NAME column from 50 to 255
• Improve Jetty startup time by disabling classpath scanning
