Revert "Julia/release base package (#6129)"

What does this PR do?

This reverts commit 853a44d.

Motivation

11.2.0 release is faulty - refs #6133:

#6129 did not have the correct sha256 on the agent_requirements.in file.

We can't just re-sign the release (as proposed in #6133) because #6107 has already been merged to master and was not included in 11.2.0.

Plan is to follow up on this revert with a new from-scratch release of 11.2.0.
