What does this PR do?
Bumps go-ora version from 2.8.19 to 2.8.24 to get sijms/go-ora#633.
Generated change by updating 2.8.19->2.8.24 in go.mod, then running
go get .
go mod tidy
inv generate-licenses
Motivation
Should help address https://datadoghq.atlassian.net/browse/SDBM-1471. As a result, this should be back ported into 7.64 agent release.
