Webform Submission Viewer permissions

While this role has access to view submissions and uploaded files, navigating to submissions is not possible. Users are only able to access submissions via a direct url.

There's a few permissions I think needed for this role, including:

• View the administration theme (use the admin theme when viewing submissions vs the front end theme)

Other permissions that might be needed would include:

• Use the administration pages

I'm not sure if there are still additional permissions required for this to work. Below is a screenshot of what these users see when they log in. The submissions link in the blue bar is a link to that users form submissions on the site.
