Currently the "root" search parameter supports only a single alarm configuration identifier. In order to support a more flexible search strategy, this PR adds support for a comma separated list of alarm configs, e.g. root=A,B,C, which will limit search to Elasticsearch indices identified by A or B or C.
This PR is a prerequisite to upcoming change in the alarm log UI where user may select configs from drop-down.
