We should display scheduled maintenance hours, and also record/display/archive deliberate and unexpected downtime

Currently we use UptimeRobot for uptime monitoring. They have an API we can plug into to display the same information on PlantIT itself

As of a6484d3 we detect when CyVerse is undergoing maintenance, and we also have links to the UptimeRobot page
