add bandits and thugs to regional dump variant #40415

Summary

SUMMARY: Content "Adds thug & bandit spawns to this regional dump variant."

Purpose of change

This dump variant was made a while ago and had some plans for an NPC faction. I won't get around to it for a while, so I've populated it with bandits and thugs instead and set it to spawn again.

Describe the solution

Add existing npcs, adjust spawns of the special.

Testing

Checked it's natural ability to spawn in the world.

Additional context

They are a biker gang with a small armory and drug making facilities.
