Integrate Dependency Checker Plugin into pom.client.xml (#9030)

* Add plugin to run dependency checker instead of pulling from GitHub and building in the pipeline

* Reverted accidental pom reformating and renamed pipeline step to include that it generates the dependency report as well

* Update expected report file name

* Add dependency checker plugin to the versioning tool

* Updated location of dependencies file in the overview page
