[ml][ai] Fix azure-ai package README errors #33968

Description

This PR fixes the reference documentation links in azure-ai-ml, azure-ai-resources, and azure-ai-generative.
It also specifies the need to create an Azure AI Project for using the azure-ai-resources and azure-ai-generative packages.

If an SDK is being regenerated based on a new swagger spec, a link to the pull request containing these swagger spec changes has been included above.

All SDK Contribution checklist:
