[Tables] Break apart tests into separate Storage & Cosmos endpoint test classes #14930

Currently there is only one set of tests and it runs against whichever endpoint you specify. The commited recording files are against the Storage endpoint only. Once #14801 is merged, we can break these up into two separate test classes and commit recordings for both services.
