Description
The pr #22866 reverted RBAC-related PRs to fix regression in Get-AzRoleAssignment (#22730 #22776) because they caused Sev 2 IcM.
This PR reimplemented the fix those reverted PRs were trying to make. Meanwhile avoiding causing regerssion issues.
