EMSUSD-964 - Layer Editor's "Revert to File" menu item is renamed to "Reload" #3565

Layer Editor's "Revert to File" menu item is renamed to "Reload"

Additionally, The action no longer requires the layer to be dirty and the menu item is shown as long as the layer is not an anonymous layer.

The preflight failure is due to
testUsdExportPackage Error: Failed to delete 'w:/.../tmpnqa1kk/tmp-156B37E8-4926-FFAC-C784-B4AAAE127152.usdc': Permission denied

which occurred only on 'Windows python 2 2022'
