while #1443 is correct that Ubuntu supports zstd compressed .deb packages back to Ubuntu 16.04, Debian has only recently (reluctantly) added support as of Debian 12. Since the intent is for the single .deb file to be more broadly installable then just Ubuntu, let's back this out for now. h/t @greg7mdp for discovering the problem
